Having earned his EdD in Human and Organizational Learning from The George Washington University, Jim has led investigations, studies and analyses including recommendations, roadmaps, and implementation. A skilled researcher and facilitator, Jim is also a subject matter expert and advanced practitioner in cost estimating and analysis.

Charlie double majored in Public Policy and Philosophy from Virginia Commonwealth University. He also received graduate certificates in Public Policy from Liberty University and in Business Analytics from Harvard Business School.
